The FCA received a legal option from an external barrister that if it did follow calls from politicians and the public to publish the independent review in to RBS's Global Restruction Group (GRG) the bank's senior managers mentioned in the report could sue the regulator. 

This discussion was found in the minutes of a 2016 FCA board meeting where the matter was dubbed "Project Sapphire."
